  This has reference to our telecon on the subject.

As you are aware SEPC is continuously pursuing with the Department of
Commerce and DGFT on issues and concerns related to SEIS, and as
required by the Ministry we are proposing to formulate an Incentive
Scheme as a suitable alternative to SEIS for the new Foreign Trade
Policy (2021-25).

Being an established expert and service exporter in the field of Travel
& Tourism related Services we are keen to gain your views to develop a
framework on similar lines to the new RoDTEP scheme which is an
alternative to the MEIS. To design the alternative scheme SEPC has
engaged E&Y Consultancy Firm to conduct a study on the services sectors
and formulate actionable recommendations to the Department of Commerce
and Industry.

The aim of the study is to compute the unrebated taxes, duties and
levies paid by the Service exporters which is not been reimbursed under
any of the prevalent mechanisms and propose an innovative way to reduce
the burden on the exporters.

In association with IATO, SEPC is organising an interactive session with
E&Y to ensure that all the members are briefed and taken on board to
actively participate in the study and send us their filled in
questionnaires which would help us in collating inputs.

We feel that participation of IATO members and your expertise would be
extremely beneficial in developing a credible alternative scheme to the
SEIS benefiting the Travel & Tourism related Services.

We kindly request to mobilise participation of IATO members and the
following details may be shared with them in advance for a very
effective discussion.
