Sub: Commercial Airport Entry Passes for the Tour Operators
 
The matter regarding arbitrary increase in Airport Entry Fee, validity of airport entry pass from 6 months to one year period and adjustment of fee paid for the entry fee was taken up with GMR and the reply received from GMR is placed below, which is self explanatory.
 
In case of payment made for the Commercial Pass for a person who resigns or leaves the company, and the Pass is surrendered, money will be adjusted against the new Pass applied for by the tour operator for any other staff member of the organization. Please refer to your trailing mail on the captioned subject. The delay in response is regretted please.

Please find below, a point wise response to your suggestions in the trailing mail:

1. The Bureau of Civil Aviation Security (BCAS) is the Competent Authority which defines the time period for which all Airport Entry Passes including Commercial Passes are issued. Earlier, the validity of Commercial Passes had been fixed as 6 months. However, BCAS has now increased the validity of Commercial Passes to 1 year. DIAL does not fix the time frame for the validity of Commercial Passes.

2. The advance payment made for the Commercial Pass is already being adjusted in case a Pass is surrendered against the new Pass applied for by the tour operator for any other staff member of the organization. In case there is any specific case or complaint in this regard, you may kindly refer the aggrieved party to us.

3. It may be noted that it is the discretion of the Airport Operator to fix the fees for Commercial Passes. However, your concern is noted and you will be kept informed in this regard.

Dear Mr. Sharma,

Sub: Commercial Airport Entry Passes for the Tour Operators

We are in receipt of your circular issued by you on 23 October 2017 to our members (tour operators) regarding increase in airport entry pass fee. In this regard, may I request to please note that in the past, GMR has always consulted IATO before making any such increase in the fee for airport pass, but this time the circular has been issued without consulting IATO. You may be aware, IATO is the national apex body of tour operators with membership of over 1600 members from all over the country.

You may kindly recall, till recently, the airport entry passes were being made for 6 months. But now the passes are being given for one year and our members have to make the payment in advance for one year. There are many cases where employees who are in possession of airport entry pass resign from the organisation and our tour operators members surrender passes of such employees to GMR and apply for the fresh pass for any other working employee.

In view of the above, this is to request you to kindly consider the following on its merit:-

1) There should be two provision for the applicant A) to apply for the entry pass for 6 months period or B) for one year period and they can apply for the pass along with the requisite fee according to their requirement.

2) The advance payment made for the pass either for one year or 6 months should be carried forward and adjusted in case the entry pass is surrendered against the new pass being applied by the tour operator for any other staff member. However, in such case, if the remaining validity of the surrendered pass is 30 days or less, then the amount need not be carried forward.

3) Any increase in future must be discussed with IATO and after the decision is taken mutually, a circular must be sent to IATO firs for onward transmission to our members All these matter, we can discuss with you in detail, if you desire to do so for smooth issuance of passes and to avoid any complaint from the members.
