Sub: Directions under Section 12 of Commission for Air Quality Management in NCR and Adjoining Areas Act' 2O2L - Revised Schedule of Graded Response Action Plan (GRAP) for NCR

As you are aware, IATO has been constantly in touch with COMMISSION F'OR AIR QUALITY MANAGEMENT IN NATIONAL CAPITAL REGION AND ADJOINING AREAS (CAQM) to give relaxation to the tour operators for operating tourist vehicles having All India Tourist Permit so that service to the tourists especially to the foreign tourists are not disturbed and they can provide transport services to their foreign clients as per the contracted services.  I also had number of meetings CAQM.  

The matter was also taken up with His Excellency, Hon’ble Lt. Governor of Delhi with copy to concerned Ministers /Senior officials of Delhi Govt and CAQM that services of tour operators to the foreign tourists should be considered under ESSENTIAL SERVICES and plying of BS IV Diesel Buses/Mini Coaches/Tempo Travellers having valid registration, registered after 1st January 2018 and having fitness certificate should be allowed to ply in Delhi during GRAP IV Stage, so that we are able to provide uninterrupted services to foreign tourists already committed to them.

CAQM has issued Revised Schedule of Graded Response Action Plan (GRAP) for NCR on 17th September 2024 wherein following have been considered.

1. The GRAP for the NCR has been classified under 4 different stages of adverse air quality in Delhi viz. Stage -  'Poor'(AQl 201 - 300), Stage – ll ‘Very Poor (AQl 301-400), Stage - lll 'Severe'(AQl 401-450) and Stage – lV, 'Severe +' (AQl >450) respectively.

In  Grap III and Grap IV  stage whenever announced.

•    NCR State Govts. / GNCTD to impose strict restrictions on plying of BS lll petrol and BS lV diesel LMVs (4 wheelers) in Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar

•    Do not permit lnter-State buses from NCR states other than EVs/CNG/BS Vl diesel, to enter Delhi (excluding buses /Tempo travelers operated with All lndia Tourist Permit).

According to the above.

 
•    During GRAP III and GRAP IV, BS IV and above Petrol and BS VI diesel LMV (4 wheelers) will be allowed to operate.

•    During GRAP III and GRAP IV, All India Permit Tourist Buses and Tempo Traveller will be allowed to operate.
