Sub: Rationalization of Fee for Airport Entry Passes Pan India

A CIRCULAR on the subject was sent to All Members on the 4th July 2023.

As you are aware, for last couple of years, IATO had been writing to the Ministry of Civil Aviation, Ministry of Tourism, regarding exorbitant fee for airport entry passes being issued to the tour operators. The matter had been discussed personally with Secretary Civil Aviation by the undersigned and we have been regularly following up with the concerned officials. 

You will be pleased to know, Bureau of Civil Aviation Security, Ministry of Civil Aviation, Govt. of India vide its office memorandum dated 6th February 2023 have issued revised guidelines and the airport entry pass charges/fees for the tour operators. Following are the highlights: -  

Eligibility Criteria 

1.    A company should be member of IATO or any other trade body approved by the Ministry of Tourism, Government of India/State Govt. 
2.    The company should be recognized by the Ministry of Tourism, Government of India/State Government as Tour Operators 
3.    The number of passes will be issued according to the turnover as per following: - 

Turnover                          No. of passes
•    Up to 20 crores                  2 passes
•    20 to 50 crores                  4 passes
•    More than 50 crores          8 passes  

Airport Entry Charges/Fee:- Following are the charges:-  

•    Tier 1 city – Rs. 72000 plus applicable taxes per airport per annum
•    Tier 2 city – Rs. 54000 plus applicable taxes per airport per annum
•    Tier 3 city – Rs. 36000 plus applicable taxes per airport per annum 
 
Important Note:-

•    Airport entry pass shall be issued for each airport. The above fee shall be applicable for each airport. 
•    The passes will be issued for duration of one year at one time. 
•    Entry pass will be valid outside the customs arrival hall in the international and up to check-in area in the departure hall of international terminal. IN the domestic terminal, the pass will be valid up to the baggage retrieval area in the arrival hall and the check-in area in the departure hall. 

For issuance of airport pass, contact the airport operator – airport pass section at the respective airport in your city. 

In case any member is denied the Airport Entry Charge Fee mentioned then it may please be taken in writing from the concerned Airport and forward the same to IATO Office
