Dear Friends, 

Sub: Clarification Regarding Restriction being imposed on Diesel Buses, Mini coaches and Tempo Traveller from 1st January 2024 in Delhi NCR.

This is further to our circular dated 3rd November 2023 regarding restriction imposed on plying of Diesel Buses from 1st November 2023. Restriction will be imposed on plying of Diesel buses including, mini coaches and tempo traveler from 1st January 2024 and diesel buses originating from Rajasthan will not be allowed. However, these directions shall not be applicable to buses, temp - travellers, mini buses etc. under “All India Tourist Vehicles (Permit)” serving to the tourism sector.” 

As you know, the matter was taken up with Commission for Air Quality Management in National Capital Region & Adjoining Areas, Delhi Traffic Police and Principal Secretary cum Commissioner, Transport Department, Govt. of Delhi and we requested that Delhi Traffic Police Ground staff and Transport Authority should follow the advisory, so that the tourist Buses having all India tourist permits are not stopped and harassed unnecessarily. 

On our request, CAQM had issued an advisory No. A-11011/07/2021/CAQM-VP/921 (DT) dated 2nd November 2023, wherein it is clarified that:- 

“While the subject Direction No. 78 was issued only in the context of inter-state/inter-city public bus services being operated by the NCR State Govt., including State PSUs and private entities, it is hereby again clarified that these directions shall not be applicable to buses, temp - travellers, mini buses etc. under “All India Tourist Vehicles (Permit)” serving to the tourism sector.” 

Similarly, a circular a was issued by the Transport Department, Govt. of NCR Delhi on 3rd November 2023 mentioning the same. It is also mentioned that:- 

“The said clarification may be considered in respect this office circular no. TPT/AS/STA/Misc-4/2021/075681535/98228 dated 26 October 2023 without prejudice to the restrictions impose under GRAP which are automatically applicable as & when situation arise”. 

Accordingly all BS IV diesel buses/tempo travelers/mini buses having valid permit/RC will continue to operator in Delhi NCR without any hassle including vehicles originating from Rajasthan.

According to the above, all diesel buses, mini coaches, tempo traveler will continue to ply in Delhi NCR including vehicles originating from Rajasthan after 1st January 2024. 

However, to avoid any problem members are once again requested to ensure that the drivers carry with them the following documents:-

•             Name list of Passengers in the vehicle

•             Complete Itinerary

•             Copy of the attached circular of CAQM dated 2nd November 2023 and a copy of Circular of Transport Department of NCR Delhi dated 3rd November 2023.

Note: Please note presently GRAP III stage is in force from 22nd December 2023 and as per orders there is restriction on plying of 4 wheelers (including Tempo Travelers, BS III Petrol and BS IV Diesel four wheelers and as soon as GRAP III is removed, tempo traveler can ply in Delhi.
