Sub: Regarding Restriction imposed on Diesel Buses from 1st November 2023 in Delhi

As you may be aware, some restrictions have been made on plying of Diesel Buses from today, the 1st November 2023 in Delhi. Copies of the Delhi Government Advisory and orders of Delhi Traffic Police are enclosed for your reference.

We were given to understand by some of our members that their coaches have been stopped and challaned today morning from entering into Delhi, which is against the advisory no. 10, dated 26th October 2023 issued by the Transport Department, Govt. of NCT Delhi and orders issued by Delhi Traffic Police order no. 4767-4825 dated 31st October 2023.   

We have sent below letter to all  the concerned officials in Delhi Traffic Police and Principal Secretary cum Commissioner, Transport Department, Govt. of Delhi and have requested that Delhi Traffic Police Ground staff and Transport Authority should follow the advisory, so that the tourist vehicles are not stopped and harassed unnecessarily.

Members are requested to ensure that the drivers carry with them the following documents:-

  • Name list of Passengers in the coach
  • Complete Itinerary
  • Copy of the attached Delhi Govt. Notification/order of Delhi Traffic Police.

Sub: Restriction imposed on Diesel Buses from 1st November 2023

Indian Association of Tour Operators (IATO) is the national apex body of the tourism industry with membership of over 1800 members from all over the country. Our membership consists of all segments of the tourism industry like tour operators, travel agents, hotels, airlines, government tourism departments/ development corporations, educational institutions, transport operators and travel press and media. All our active members are recognized by the Ministry of Tourism, Government of India and doing inbound tourism business and bring foreign tourists to India from all over the world. They earn valuable foreign exchange for the country and generate employment every nook and corner of the country. Membership of IATO controls over 90% of all inbound tourism into India.

We wish to inform you that coaches of some our members have been stopped and challaned today morning from entering into Delhi, which is against the advisory no. 10, dated 26th October 2023 issued by the Transport Department, Govt. of NCT Delhi and orders issued by Delhi Traffic Police order no. 4767-4825 dated 31st October 2023. (copies attached).  

The orders very clearly state that vehicles originating from any city/town in Haryana to Delhi or Vice-Versa should only be operated by EV/CNG/BS VI buses. There is no restriction imposed if they operate within the State of Haryana or with in the State of Delhi.

Further, any vehicle originating in the State of Rajasthan or in the State of Uttar Pradesh beyond the district in NCR are also not covered under these restriction as of today. Vehicles originating from other districts beyond the district of NCR in the state of Rajasthan will only be covered from 1st January 2024 and vehicles originating beyond the NCR districts in Uttar Pradesh from 1st July 2024.

May I request you to kindly disseminate this information to all the ground staff of the Traffic Police and the State Transport Authority and they should follow the advisory, so that the tourist vehicles are not stopped unnecessarily.

I am marking a copy of this letter to Mr. Arvind Nautiyal, Joint Secretary to the Govt. of India and Member-Secretary, Commission for Air Quality Management in National Capital Region and Adjoining Areas  for his information and may I humbly request you that in case of any further clarification, information may be sought from his office.

Respected Sirs, our members handle foreign tourists who visit our country after travelling thousand kilometers and they should not be unnecessary harassed
